ODK Central works as ODK Server, it replaces ODK Aggregate. It helps you manage user accounts types, permissions and saves form definition. It also connects with data collecting application like ODK Collect for form upload/download and auto sync with ODK Central Server.
After logging in to ODK Central with provided credentials, Forms must be uploaded to a project select the project you want to upload to click the new button, odk central lets you upload an xls form as an excel file or an xform as an xml.
